There could be a couple of causes for this issue:
The modem that you've used is locked and doesn't accept the SIM card. You will have to decode it or use a compatible SIM card.
The SIM card doesn't have the Internet subscription activated.
You are in a zone where Internet coverage is low or doesn't exist at all.
As you can see, there could be various causes, but I recommend starting with the second one. Contact the carrier's support section to obtain additional details.

No, the device doesn't support WiFi connection or the ability to create WiFi hotspots. According to the device details, this is just a data card that's using a SIM card to connect to carrier's network services and supports the following frequency and connection mode: HSUPA, HSDPA, UMTS 2100 MHz, GSM, GPRS, EDGE 900, 1800. As far as I know, the UMTS 2100 MHz uses 4G as connection speed which is pretty much the same as WiFi only a bit slower.
I am using Intex DC21.6SWM data card and my query is that after a session is complete or at any time during the day, how can I check the actual data consumption and the balance? I am using Vodafone Data Pack.

You need to check the manual of the software you're using to connect to the Internet, then, if there is no information about it, you have to contact the support section of your carrier's SIM card. They should give you the USSD code you need to dial in the application in order to check the balance. There is no other solution if the software doesn't display the data.
